This story is based in an alternate universe. Your character's history shouldn't match up canonly to the actual character. The only thing that should match at all is the personality and look. This alternate universe is set in the same time as the series as well, so no need to worry about what steam powered automobile your character will choose to match his/her pocket watch. Go ahead with the Ducati that matches your cell phone.

In Ikebukuro, gangs rule over everything. They have a hand in almost every business and are feared by everyone. If you aren't in a gang, you're in danger. The police force is gearing up to stop all of that, first by gathering the leaders of the gangs. If peace can't be made, the gangs will be driven out or eliminated.
There are three major gangs in Ikebukuro, the Yellow Scarves, the Blue Squares, and the Dollars. Each of them have a telltale sign about themselves. Yellow Scarves wear lots of yellow. Most of them are younger, middle school or high school. They think the young are purer and less likely to betray them. Blue Squares wear lots of blue. They take everyone and instill fear in all of their members. They're the most violent of the three gangs. The Dollars don't wear any specific color. They're harder to find than the other two, but they aren't as big of a threat. In some cases, the Dollars will even help the police out.
With the three gangs and the police force, you would think it would be a free for all, right? Wrong. The two biggest rivals are the Yellow Scarves and the Blue Squares. The Yellow Scarves and the Dollars have similar goals, but the Yellow Scarves want fame and glory. After the Blue Squares are gone, those two gangs will most likely go after each other. The police want complete order. They want the three gangs to disappear. The Dollars can stay an online community, the Yellow Scarves can hang out as a bunch of friends, and the Blue Squares can turn into a union or something. As long as they aren't trying to ruin the town, the police won't mind them being there. But with how things are going right now, the gangs will grow out of control, and the bodies will just keep piling up. Though, the police force is the most corrupt out of the four forces, having been infiltrated by the three gangs. There are Dollars, Yellow Scarves, and even Blue Squares keeping tabs on them and stealing weapons.
There are rumors going around Ikebukuro as well, rumors of an item containing huge amounts of power. Nobody really knows what it's called, or what anybody could do with it. The people keep saying that when something catastrophic goes down, it was Pandora that caused it. Pandora is just a nickname that they gave this item. They don't really know what it does.
Yagiri Pharmaceuticals are the ones who developed Pandora. It's a syrum that has unpredictable effects on the user's body. They could become incredibly strong, or they could become fast and agile, they could become part of a hive mind, or any other number of things could happen. But, over use of Pandora will make one a mindless zombie, literally eating at the gray matter in their skull. Taking it just once will make you become an addict. Not only will you want the power it gave you back, but you'll want to feel the euphoria that it gave you again. Pandora is hard to get, but to make sure people will do anything to get it, sometimes they'll have one of their shipments get 'lost'.
And that's just the beginning. All throughout Tokyo there have been reports of demons and strange creatures. Sometimes, they even join gangs, or even the police. Most of them, though, would rather just watch as the varying forces destroy each other. Ikebukuro is the main battle ground in this war, with few peace keepers.
The supernatural isn't exactly foriegn to Ikebukuro, or the gangs. In fact, lately they have been multiplying in gangs and the city. Most people don't even mind them, but some detest them. They have found the draw of humans to be too much fun. While they play games of humans, they'll never be one of them.
You'll see demons everywhere on the streets, but sometimes you won't even notice them. Most of them take the form of humans. But one thing you'll never see is a single angel. It's as if even the heavens have turned their back on the battleground happening in Ikebukuro.
